Both states are fully legal for adults 21 and up. That has been settled since California's Proposition 64 passed in 2016 and Arizona's Proposition 207 passed in 2020. The border rule nobody should test
Do not carry cannabis across the California and Arizona line. Federal law still lists it as a Schedule I controlled substance, and a state legalization law does not shield you from that.
